The Nova Scotia Gaming Corporation
The Nova Scotia Gaming Corporation (NSGC) is responsible for the business of gaming in Nova Scotia. It is a Crown corporation governed by the Gaming Control Act, and is charged with leading an economically sustainable and socially responsible gaming industry for the benefit of Nova Scotians and their communities.

Nova Scotia Government
The Nova Scotia government, and ultimately the people of Nova Scotia, are the shareholders and owners of the gaming industry in the Province. Cabinet may make policy decisions about:

  • the Province's involvement in gaming;
  • limitations or changes in gaming; and
  • is accountable for overall gaming policy.

Cabinet can direct NSGC, under section 24(1)(a) of the Gaming Control Act, to a certain course of action on an issue. The Minister of Finance is responsible for the general supervision and management of Part I of the Gaming Control Act. Unlike cabinet, the Minister of Finance does not have the authority to issue direction under section 24(1)(a) of the Gaming Control Act. This is solely the responsibility of Cabinet. The Minister has responsibility only for the administration of Part I of the Gaming Control Act and not over gaming policy.

The Gaming Control Act requires NSGC to report to the Minister any defect, abuse, illegality or criminal activity regarding gaming and, as well, provide him with quarterly and annual financial reports.

Operators - Atlantic Lottery Corporation and Casino Nova Scotia
NSGC establishes the business strategies and policies with advice from operators and operators implement the policies and supporting programs. NSGC manages the gaming industry and ensures that it is being operated as socially responsible as possible while generating reasonable profits.

NSGC operations include ticket lotteries, video lotteries and casinos. The day-to-day operations are carried out by NSGC's agents, the the Atlantic Lottery and Casino Nova Scotia (CNS). Atlantic Lottery operates the ticket and video lottery businesses and Great Canadian Gaming Corporation (GCGC) owns and operates casinos in Halifax and Sydney through CNS.

Alcohol and Gaming Division Visit Website
The Alcohol and Gaming Division (AGD) of Service Nova Scotia and Municipal Relations has the legislative responsibility to regulate and control gaming activities "in the public interest and in accordance with the principles of honesty and integrity." The AGD licenses and monitors the conduct of casinos, bingos, lotteries and other games of chance (except harness racing, and gaming activities conducted on Reserve Lands), to ensure that these games are carried out in the best social and economic interests of Nova Scotians. The AGD also issues gaming licenses to organizations that raise funds for charitable purposes, including bingos, ticket lotteries, and carnival games of chance.

Office of Aboriginal Affairs Visit Website
Gaming on First Nations reserves is governed through agreements between the Province and individual First Nations. These agreements support the community and economic development of First Nations communities in Nova Scotia by providing bands with own-source revenue. The Office of Aboriginal Affairs is responsible for the negotiation of these agreements and acts as a liaison between First Nations and government on matters related to gaming.

The Department of Health and Wellness brings together experts in health promotion, prevention and protection; creating a healthier and safer Nova Scotia.

The Department of Health and Wellness is also responsible for managing the Problem Gambling Helpline, 1-888-347-8888 and 1-888-347-3331 (TTY).

The Addiction Services Division of the Department of Health and Wellness is responsible for defining core services, the development and review of standards and best practices for service delivery, the development of provincial policy, monitoring and auditing of programs, consultation with service providers in the district health authorities (DHAs), and the facilitation of provincial program development and research. Addiction programs and services are delivered to Nova Scotians through the DHAs. Services span the continuum from prevention, community education, early identification and referral, to treatment and rehabilitation. Included are withdrawal management (detoxification and addiction education programs), community-based programs (outpatients and structured treatment), problem gambling services, and community education.

Gambling Awareness Nova Scotia (formerly Nova Scotia Gaming Foundation) Visit Website
Gambling Awareness Nova Scotia (GANS) is a not-for-profit, arms-length government organization that offers funding to Nova Scotia community groups and researchers creating projects in their communities to help address the consequences of gambling problems.

Eligible projects are those developed to support prevention, education, treatment, remedial intervention and research across the Province. GANS also provides annual operational funding to community organizations and district health authorities that deliver services to those affected by all addictions.

Projects funded by GANS include: helping organizations buy new educational resources; supporting research to study the link between gambling and alcohol abuse; raising awareness with seniors; and, providing operational funding to organizations that are assisting individuals who are struggling with the affects of gambling and other addictions.

The Nova Scotia Gaming Corporation and retailers helped to support GANS through a total contribution of $596,000 in 2010-11.
